The objective of this research was to analyze the degree of inclusion of older adults in the mobility, society, and quality of life in the municipality of Concepción, in order to serve as a baseline for the planning of a Smart City that includes older adults in its strategies and models. This planning should not be done with the common people in mind, but rather, it should address real problems faced by older adults. To achieve each objective of this work, qualitative methods such as the application of Likert scale surveys were employed, which were given to older adult residents of the municipality of Concepción. These surveys led to conversations with the older adults and helped to gain a deeper understanding of how they perceive their environment. Unstructured interviews were also conducted with important actors involved in planning and management within the municipality, which helped to clarify the direction of Concepción in terms of inclusion. Part of the results obtained and the most important problems were captured using a GIS to have a spatial reference and to focus more specifically on them. The results showed that older adults in the municipality of Concepción perceive their environment as friendly and inclusive in the mobility axis, and as moderately friendly and inclusive in the society and quality of life axes. These results provide guidelines for an eventual planning of the municipality as a Smart City, with ideas that allow it to be friendly and inclusive with age, whose knowledge of its real problems is essential for their solutions and for achieving inclusion of this growing population group. The city needs to work in favor of older adults and not against them.
