La presente investigación tiene como objetivo analizar el transporte público del Gran Concepción, el cual es supervisado y regulado por el Ministerio de Transporte y Comunicaciones de Chile. El objetivo principal de este estudio es analizar el funcionamiento actual del sistema a nivel económico, fundamentalmente se analiza la tarifa cobrada a los usuarios y se estima cual es la tarifa óptima para las características actuales del sistema. En el marco de esta investigación se analiza la forma en que se calcula la tarifa en el sistema, tanto a nivel histórico como a nivel actual, para entender cuáles son las principales características que son relevantes para el cálculo de esta. Las subvenciones del sistema son una de las principales características que se analizan, ya que están directamente relacionadas con el cálculo de tarifa. Posteriormente, se estudian los modelos de optimización para la definición de una tarifa óptima, que tengan casos de estudio similares al seleccionado. Finalmente, en base a lo estudiado se plantea y resuelve un modelo que permite calcular la tarifa óptima del sistema. Los resultados indican que el sistema actual no es rentable, por lo que es necesario un aumento de la tarifa o bien, un aumento de las subvenciones al sistema. Para el caso de las asignaciones en proyectos, se sugiere un cambio a nivel legislativo, que separe el actual Fondo de Apoyo Regional en 2 nuevos fondos, uno dedicado específicamente al transporte y otro fondo destinado a otro tipo de proyectos, lo que podría complementarse con un aumento de las asignaciones, en caso de ser necesario.
The objective of this research is to analyze the public transportation system of Gran Concepción, which is supervised and regulated by the Ministry of Transportation and Communications of Chile. The main objective of this study is to analyze the current functioning of the system at an economic level, mainly by analyzing the fare charged to users and est imating the optimal fare for the current characteristics of the system. Within the framework of this research, the way in which the tariff is calculated in the system is analyzed, both at a historical and current level, in order to understand
which are the main characteristics that are relevant for the calculation of the tariff. The system subsidies are one of the main characteristics that are analyzed, since they are directly related to the tariff calculation. Subsequently, optimization models for the definition of an optimal tariff are studied, which have case studies similar to the selected one. Finally, based on what has been studied, a model that allows calculating the optimal tariff of the system is proposed and solved. The results indicate that the current system is not profitable, so it is necessary to increase the tariff or increase the subsidies to the system. In the case of project allocations, a legislative change is suggested, separating the current Regional Support Fund into two new funds, one specifically dedicated to transportation and another fund for other types of projects, which could be complemented with an incr ease in allocations, if necessary.
