Territorial identity should be considered as a fundamental factor of local development, since it allows implementing a process in which significant ties are created that grant a constant revaluation within the rural territory. The main objective of this research is to interpret the patterns of development and territorial identity and analyze the factors that hinder collective action, limiting management in the Neighborhood Unit 18R, located in the commune of Tomé. For this, the research project will be approached from a qualitative approach, which will apply an ethnographic method that allows working through observation (participant) within the study area and the application of interviews and surveys to local actors, to obtain stories from the very perspective of the population. In addition, the review and analysis of scientific literature that provides part of the conceptualization that will be addressed in this research project will be applied. The results obtained as a result of fieldwork, give account of the various problems that the lack of territorial identity within the UV 18R brings, which makes territorial identities visible as a key element in the development process from a geographical perspective.
