    Comparación de desempeño de proyectos de infraestructura tradicional y asociaciones público-privadas: estudio explorativo.

    Public infrastructure constitutes a basic support to stimulate a country's welfare and development. There are different ways of providing public infrastructure, for example, the traditional one where a private party builds a project, receives the agreed payment and ends its contractual relationship with the government, or through public-private partnerships (PPP), where the private party builds, operates and maintains the infrastructure during a contractually determined term, which upon completion stipulates the handing over of the asset to the state. Currently, there is a dilemma about the real performance of projects provided through public-private partnerships (PPP) compared to the traditional alternative, since the PPP market has not been fully established in countries that have used it, leaving doubts about the effectiveness of the model. For this reason, this Report will analyze comparable aspects and attributes between traditional public infrastructure projects and public-private partnerships. In order to carry out this research, the literature related to the performance of projects provided through PPPs was studied, where aspects and attributes were selected and structured, such as maintenance, deadlines, pricing policy, operation costs, among others. Then, a framework was designed to evaluate the comparability of the selected aspects and attributes between traditional and PPP projects. Finally, the feasibility of the framework was measured in a practical case that contemplates the analysis of two hospitals (traditional vs. concessioned). From the research conducted, it can be concluded that it is possible to compare hospital projects, since, out of 17 aspects and attributes analyzed, 13 present a medium and high feasibility to be compared between hospitals. Also, from the availability of the data it was obtained that 34% of the data can be accessed through the state transparency law, 21% through the concessionaire, 21% are publicly available, and the remaining 23% are not known. The results of the research directly benefit the hospital infrastructure for future comparisons and those interested in PPPs, such as consultants and researchers, as background for further studies.
