La vivienda informal suburbana en la zona norte de Constitución. Periodo de análisis del 2004-2023.

| dc.description.abstract | La zona sujeta a investigación se ubica a 10 km al norte de la comuna de Constitución. Abarca un área de 12,3 km2 que representa el 1% de la superficie comunal. Se tiene por objetivo reconocer el estado de la vivienda informal rural suburbana, conocer sus condiciones en cuanto a servicios y evaluar los elementos habilitantes para la urbanización de la vivienda informal. El proceso de investigación se llevó a cabo a partir del levantamiento de datos primarios; 1.- relacionados con la evolución de la vivienda, interpretado como masa construida, 2.- sus servicios básicos existentes y 3.- la evaluación de los datos levantados y su relación con la consolidación del área como un atractivo rururbano. Para el análisis de la información se cruzaron los datos levantados, de tipo cualitativo y cuantitativo, suministrados por el catastro de vivienda construida en el área de estudio y un formulario aplicado en terreno a 109 encuestados. La metodología planteada permitió identificar las dinámicas del área de estudio entre los años 2004 y 2023, su crecimiento en el tiempo, sus ventajas comparativas y una evaluación del por qué es un atractivo para la residencia suburbana rural en la comuna de Constitución. La política pública, tanto nacional como la local, resulta relevante al momento de investigar la zona de interés, puesto que su incidencia y forma de aplicarse en el territorio inciden en que terminan convirtiéndose estas fragmentaciones periurbanas, a quien sirven y como se adaptan al espacio más hegemónico, interpretado como la ciudad y el campo. He aquí la importancia del catastro y los buenos oficios en lo que respecta al ordenamiento territorial. Saber qué ocurre en estas zonas, cómo gestionarlas, es parte de lo que veremos en la investigación. En la conclusión, se habla de la zona periurbana y los factores que habilitan su uso. De los aspectos de la zona de expansión y qué la caracteriza. Por último, de los desafíos de la ciudad litoral fuera de las ya estudiadas áreas metropolitanas litorales, así como también de la política pública local. | es |
| dc.description.abstract | The area that is the subject of this research is located 10 km north of the city of Constitución. It covers an area of 12.3 km2 which represents 1% of the communal surface. The objective is to recognize the state of suburban rural informal housing, to know its conditions in terms of services and to evaluate the enabling elements for the urbanization of informal housing. The research process, is carried out from the collection of primary data; 1.- related to the evolution of housing, interpreted as built mass, 2.- its existing basic services and 3.- the evaluation of the collected data and its relation with the consolidation of the area as a rururban attraction. For the analysis of the information, we will cross-reference the qualitative and quantitative data collected from the cadastre of housing built in the study area and a form applied in the field to 109 respondents. The proposed methodology will make it possible to identify the dynamics of the study area between 2004 and 2023, its growth over time, its comparative advantages and an evaluation of why it is an attractive place for rural suburban residence in the commune of Constitución. Public policies, both national and local, are relevant at the time of investigating the area of interest, since their incidence and the way they are applied in the territory have an impact on what these peri-urban fragmentations end up becoming, who they serve and how they adapt to the more hegemonic space, interpreted as the city and the countryside. This is the importance of the cadastre and the good offices as far as land use planning is concerned. Knowing what happens in these areas, how to manage them, is part of what we will see in the research. For future development and in view of expanding the research, it is suggested to apply the questionnaire to two other zones already identified, which from the previous knowledge of the commune, could represent other socioeconomic segments, which come to these zones with different needs. It is presumed that different results would be obtained, from what is the destination of these zones, what allows the settlement of them, but the organizing concept of informality would not be different. In the conclusion, we talk about the peri-urban zone and the factors that allow its use. Aspects of the expansion zone and what characterizes it. Finally, the challenges of the coastal city outside the already studied coastal metropolitan areas as well as local public policy. | en |
