Abstract
La presente memoria analiza los incentivos y políticas públicas implementadas en la región de Ñuble para promover un uso eficiente del agua, considerando tanto a los agricultores como a las Organizaciones de Usuarios de Aguas (OUA). En un contexto de creciente escasez hídrica agravada por el cambio climático, se identificó el rol clave que cumplen instituciones como la CNR, INDAP, DGA y DOH en el diseño e implementación de programas y normativas destinadas a mejorar la gestión del recurso hídrico. El estudio incluyó una revisión de políticas, programas y financiamientos aplicados entre 2013 y 2024, con énfasis en proyectos de riego intrapredial, extrapredial, telemetría, energías renovables y obras civiles. A partir de datos oficiales, se analizó la distribución de bonificaciones, el tipo de beneficiarios, cultivos involucrados y avances en equidad y sostenibilidad. Se concluye que ha habido una evolución positiva en la tecnificación del riego y la modernización de la gestión del agua, especialmente en el fortalecimiento de las OUA y la profesionalización de su labor en cuencas clave como los ríos Ñuble, Chillán, Diguillín e Itata, aunque persisten desafíos en equidad territorial y de género.
This report analyzes the incentives and public policies implemented in the Ñuble region to promote efficient water use, considering both farmers and Water User Organizations (WOUs). In a context of growing water scarcity aggravated by climate change, the key role played by institutions such as the CNR, INDAP, DGA, and DOH in the design and implementation of programs and regulations aimed at improving water resource management was identified. The study included a review of policies, programs, and financing implemented between 2013 and 2024, with an emphasis on on-farm and off-farm irrigation, telemetry, renewable energy, and civil works projects. Using official data, the distribution of subsidies, the type of beneficiaries, the crops involved, and progress in equity and sustainability were analyzed. It is concluded that there has been positive progress in irrigation technology and the modernization of water management, especially in the strengthening of the OUAs and the professionalization of their work in key basins such as the Ñuble, Chillán, Diguillín, and Itata rivers, although challenges persist in territorial and gender equity.
