Abstract
La denominada crisis mundial del agua, propiciada por la crisis de gobernanza, bajo el contexto de cambio climático, plantea la necesidad de analizar el funcionamiento de los mecanismos de asignación, uso eficiente e impactos territoriales. Bajo la óptica de la Gestión Integrada de Recursos Hídricos, los principios de Justicia Ambiental y considerando además, la actual discusión respecto al proyecto de reforma al Código de Aguas, se analizó la situación de crisis hídrica en la cuenca del río Renaco, Región de la Araucanía, con objeto de determinar si esta es consecuencia de las limitantes que imponen los sistemas naturales o de la configuración territorial resultante del otorgamiento de derechos de aprovechamiento de aguas, a partir del cálculo de oferta, demanda real y potencial para usos consuntivos, mediante la combinación de herramientas SIG, análisis estadístico e hidroclimatico. Se concluye que, a pesar de existir caudal, la demanda potencial es inversamente proporcional a la disponibilidad, la cual, a su vez, es resultado de la asignación bajo los principios del modelo y mercado de aguas.
The so-called world water crisis, fostered by the governance crisis in the resource under the context of climate change, brings up the need to analyze the way how allocation, efficient use and territorial impacts work. From the point of view of Water Resources Integrated Management, Environmental Justice principles and also taking into account the present discussion on the reform project to the Water Code, the situation of the water crisis in the Renaco river basin (Araucaria Region) was analyzed, in order to determine if this one comes as a result of the limitations imposed by the natural systems or of the territorial configuration resulting from granting rights of water use, both from actual and potential supply and demand calculation for consumptive uses, through the combination of GIS tools, statistic and hydroclimatic analysis. It is concluded that, even if there is flow, the potential demand is inversely proportional to the availability, which, in turn, results from the allocation under the water model and market principles.
