Abstract
En diversas zonas del mundo, los megaincendios han aumentado a un ritmo alarmante. Los atributos que describen el régimen de estos megaincendios dependen en gran medida del clima y características de los combustibles. En la comuna de Yumbel, se han registrado como promedio 50 incendios forestales anuales, con registro de megaincendios en los últimos 5 años. Estos antecedentes motivaron el desarrollo de este estudio, que consistió en un análisis de gestión del riesgo y la proposición de un conjunto de medidas de prevención y mitigación en la microcuenca Tomeco en la comuna de Yumbel. Estas propuestas, fueron validadas por la comunidad. Es crucial destacar que la prevención y mitigación no solo implica la adopción de medidas que deben tender a una cultura de “auto protección”; además, es necesario disminuir la brecha de conocimiento en la prevención y mitigación de incendios forestales por parte de los pequeños propietarios de tierras, lo que acentúa la necesidad urgente de difundir las medidas actuales para prevenir incendios. Se concluye además la carencia de un sistema de gobernanza para administrar la gestión de riesgo, en la prevención de desastres como son los megaincendios.
In several areas of the world, mega-fires have increased at an alarming rate. The attributes that describe the regime of these mega-fires depend largely on climate and fuel characteristics. In the commune of Yumbel, there have been an average of 50 forest fires per year, with mega-fires recorded in the last 5 years. This background motivated the development of this study, which consisted of a risk management analysis and the proposal of a set of prevention and mitigation measures in the Tomeco micro-watershed in the Yumbel commune. These proposals were validated by the community. It is crucial to highlight that prevention and mitigation not only implies the adoption of measures that should tend to a culture of "self-protection"; it is also necessary to reduce the knowledge gap in the prevention and mitigation of forest fires on the part of small farmers, which accentuates the urgent need to disseminate the current measures to prevent fires. It is also concluded that there is a lack of a governance system to administer risk management in the prevention of disasters such as mega-fires.
