Abstract
Laguna Junquillar es un ecosistema periurbano ubicado al sur de la comuna de San Pedro de la Paz. Forma parte de los lagos Nahuelbutanos y, dada su ubicación, es un ecosistema sometido a distintas presiones antrópicas. A pesar de ello, se reconoce un fuerte vínculo de distintos grupos con este lugar, sobre todo, como un espacio de reconexión con la naturaleza. Esta relativa dicotomía expresa la diversidad de relaciones que se pueden establecer con Laguna Junquillar y el proceso de comunalización que está atravesando, reconociéndose la urgencia de su gobernanza. Para el abordaje de lo problematizado se recurrió a distintos campos teóricos. Se recurrió a desarrollos teóricos relacionados a apropiación de la naturaleza, discurso, ambientalismos, comunes, procesos de comunalización y (co) diseño de gobernanza. Gracias a esta construcción teórica la investigación logró analizar la convivencia de discursos respecto a la apropiación de la naturaleza y procesos de comunalización, en relación a la gobernanza del ecosistema Laguna Junquillar. Para lograr dicho objetivo, el diseño metodológico se enfocó desde la investigación acción participativa, ya que facilita la interacción y reciprocidad durante su desarrollo. Su alcance fue propositivo y la muestra se diseñó en base a los actores que se movilizan en torno a Laguna Junquillar con énfasis en la subcuenca, realizando entrevistas semiestructuradas y un encuentro participativo. Otra cuestión relevante, son las consideraciones éticas que se tuvieron, con el fin de transparentar el desarrollo de la investigación. Respecto a los resultados, destacan como la relación con este ecosistema configura geometrías de poder entre los actores movilizados. Además, se identifica la presencia de distintos discursos expresados en ambientalismos, destacando el hallazgo del ambientalismo de desastre y el ambientalismo pedagógico. Por otra parte, respecto al proceso de comunalización, se reconoce la vulnerabilidad socioecológica en la que se encuentra y las oportunidades presentes en la acción colectiva para avanzar en su gobernanza. Respecto a esto último, se proponen áreas de gobernanza factibles, con figuras de participación claras y la necesidad de desarrollar un plan que identifique áreas de trabajo para realizar lo comunal.
Laguna Junquillar is a peri-urban ecosystem located south of the commune of San Pedro de la Paz. It is part of the Nahuelbuta lakes and, given its location, it is an ecosystem subject to different anthropogenic pressures. Despite this, a strong link between different groups with this place is recognized, above all, as a space for reconnection with nature. This relative dichotomy expresses the diversity of relationships that can be established with Laguna Junquillar and the communalization process it is going through, recognizing the urgency of its governance. To address the problem, different theoretical fields were used. Theoretical developments related to the appropriation of nature, discourse, environmentalisms, commons, communalization processes and (co) governance design were used. Thanks to this theoretical construction, the research managed to analyze the coexistence of discourses regarding the appropriation of nature and communalization processes, in relation to the governance of the Laguna Junquillar ecosystem. To achieve this objective, the methodological design was focused on participatory action research, since it facilitates interaction and reciprocity during its development. Its scope was purposeful and the sample was designed based on the actors who mobilize around Laguna Junquillar with emphasis on the sub-basin, conducting semi-structured interviews and a participatory meeting. Another relevant issue is the ethical considerations that were taken, in order to make the development of the research transparent. Regarding the results, they highlight how the relationship with this ecosystem configures power geometries between the mobilized actors. Furthermore, the presence of different discourses expressed in environmentalisms is identified, highlighting the finding of disaster environmentalism and pedagogical environmentalism. On the other hand, respect of the communalization process, the socio-ecological vulnerability in which it is found is recognized and the opportunities present in collective action to advance its governance. In reference to the latter, feasible governance areas are proposed, with clear participation figures and the need to develop a plan that identifies work areas to carry out the communal.
