Abstract
Esta investigación consistió en caracterizar los derechos de aprovechamiento de aguas para la región del Maule y del Bio Bío, utilizando el sistema de información geográfica (QGIS). Para realizar este estudio, se prepararon las coberturas básicas para el área de estudio, utilizando capas vectoriales obtenidas desde la Biblioteca del Congreso Nacional de Chile, que permitieron la reconstitución de las regiones en estudio a través de la plataforma QGIS y mediante el uso de una base de datos de derechos de aprovechamiento de agua (DAA) otorgados en ambas regiones, obteniendo así, la distribución espacial de los derechos, la relación de intensidad de otorgamiento de DAA superficiales y precipitación en periodos de tiempo, intensidad de otorgamiento de DAA superficiales (mm) para el periodo 1990 2016, la precipitación media anual para el periodo 1990-2016 y la relación de intensidad de otorgamiento de DAA superficiales y precipitación en el periodo 1990-2016, para la región del Maule y el Bio Bío. Mediante esta información de desarrollaron mapas bases que permitieron identificar patrones de análisis, definiendo que en la región del Bio Bío existe un 48% y 80% más de derechos otorgados consuntivos y no consuntivos, respectivamente. Se identificaron posibles zonas críticas en cuanto a disponibilidad hídrica asociado al sobre otorgamiento de derechos consuntivos tales como Talca, Pelarco, Teno en la región del Maule, y Hualpén, San Fabián en la región del Bio Bío. Por otro lado, se determinó que a partir del año 2000 hubo un incremento en el otorgamiento de derechos.
This research was to characterize the rights of exploitation of waters for the region of Maule and Bio Bío, using the Geographic Information System (QGIS). To carry out this study, the basic coverages for the study area were prepared, using vector layers obtained from the library of the National Congress of Chile, which allowed the reconstitution of the regions under study through the platform QGIS and through the use of a database of water use Rights (DAA) granted in both regions, thus obtaining the spatial distribution of rights, the relation of intensity of granting of superficial DAA and precipitation in periods of time, intensity of granting of superficial DAA (mm) for the period 1990-2016, the annual average precipitation for the period 1990-2016 and the relation of intensity of granting of superficial DAA and precipitation in the period 1990-2016, for the region of Maule and Bio Bío. Using this information, maps based were developed and it allowed to identify patterns of analysis, defining that in the region of Bio Bío there is 48% and 80% more rights granted consumptive and not consumptive, respectively. Possible critical areas were identified in terms of water availability associated with the granting of consumptive rights such as Talca, Pelarco, Teno in the Maule region,and Hualpén, San Fabián in the Bio Bío region. On the other hand, it was determined that from the year 2000 there was an increase in the granting of rights.
