Abstract
El objetivo del presente trabajo fue analizar desde una perspectiva administrativa, la disponibilidad y sustentabilidad de las aguas subterráneas en los SHAC Ñuble y Changaral. El análisis fue realizado a partir de los datos de derechos de aguas subterráneas constituidos de cada SHAC, distinguiendo los diferentes usos, principalmente el uso para riego, además, se incluyen las demandas hídricas de los cultivos en función de los derechos otorgados y finalmente se realizó un análisis al marco jurídico vigente del agua en Chile, enfocado a las aguas subterráneas. Los resultados muestran que más de un 60% de los derechos de aprovechamiento otorgados en ambos SHAC corresponden al uso del agua para riego y que el volumen otorgado para este uso está sobrestimando la demanda hídrica de los cultivos. Finalmente, se concluye que la gestión hídrica requiere de un trabajo holístico, el cual permitirá el mantener la calidad y cantidad de las aguas subterráneas, promoviendo el derecho humano al agua y la conservación de los ecosistemas dependientes de este recurso.
