Abstract
Esta investigación examina la relación entre los factores que intervienen en el avance de la comuna de Cobquecura hacia niveles superiores en el Sistema de Certificación Ambiental Municipal (SCAM). A través de un enfoque cuantitativo, se analizaron las capacidades institucionales, el funcionamiento de los comités ambientales, la implementación de sistemas internos y las brechas en la política ambiental de la comuna.
El estudio utilizo un cuestionario estructurado aplicado a 74 residentes, selecciona dos mediante muestreo aleatorio simple, con un nivel de confianza del 95% y un margen de error del 5%. Los resultados revelan correlaciones significativas entre las limitaciones presupuestarias y la evaluación de recursos disponibles (V de Cramer = 0,56, p < 0,01), así como entre el conocimiento de infraestructura y la frecuencia de reciclaje (V de Cramer = 0,52, p < 0,01).
Se identifico una relación moderada entre la coordinación institucional y la evaluación de servicios ambientales (ρ = 0,38, p < 0,01), que se intensifica al considerar el nivel de conocimiento sobre iniciativas municipales (ρ = 0,45, p < 0,01). Los hallazgos sugieren que el avance en el SCAM requiere un abordaje que combine fortalecimiento institucional, participación comunitaria y mejoras en infraestructura, considerando especialmente las características particulares de Cobquecura como comuna costera con alta población flotante.
This research examines the relationship between factors hindering the advancement of Cobquecura commune towards higher levels in the Municipal Environmental Certification System (SCAM). Through a quantitative approach, institutional capacities, environ mental committee operations, internal systems implementation, and environmental policy gaps were analyzed. The study employed a structured questionnaire administered to 74 residents, selected through simple random sampling, with a 95% confidence level and 5% margin of error. Results reveal significant correlations between budgetary limitations and available resource assessment (Cramer’s V = 0,56, p < 0,01), as well as between infrastructure knowledge and recycling frequency (Cramer’s V = 0,52, p < 0,01). A moderate relationship was identified between institutional coordination and environmental services evaluation (ρ = 0,38, p < 0,01), which intensifies when considering knowledge of municipal initiatives (ρ = 0,45, p < 0,01). The findings suggest that progress in SCAM requires a comprehensive approach combining institutional strengthening, community participation, and infrastructure improvements, particularly considering Cobquecura’s unique characteristics as a coastal commune with high seasonal population fluctuations.
