dc.description.abstractLa Ley de Servicios Sanitarios Rurales (SSR) nace ante la necesidad de contar con un marco legal propio para el sector sanitario rural, que permita, por un lado, el crecimiento de las organizaciones comunitarias que administran, opera y mantienen los Sistemas de Agua Potable Rural (APR), y por otra, definir el rol del Estado en esta temática. Este trabajo continúa el desarrollo de una metodología de evaluación propuesta por Diego Quiñones (2020), la cual se centra en los aspectos que involucran el funcionamiento actual de las organizaciones administradoras de Agua Potable Rural, con el fin de recopilar antecedentes del estado basal de los sistemas, previo a la implementación y a la obligación de dar cumplimiento a las exigencias legales. Se aplicó la metodología en 4 sistemas de la Región de Ñuble, encontrándose que 3 de ellos se pueden categorizar como sistemas Dinámicos y uno Integrado según sus características “Organizacionales” y “Técnico-Operacionales”, concluyendo que la metodología facilita óptimamente la identificación de los factores críticos del funcionamiento de un sistema de APR y logrando generar recomendaciones enfocadas al cumplimiento legal de la normativa mencionada.es
dc.description.abstractThe Rural Sanitation Services Law (SSR) was developed because the need to have a legal framework for the rural sanitation sector, which allows, on the one hand, the growth of community organizations that manage, operate, and maintain Drinking Water Systems Rural (APR), and on the other, define the role of the State in this matter. This work continues the development of a evaluation methodology proposed by Diego Quiñones (2020), which focuses on aspects that involve the current operation of the Rural Drinking Water administrator organizations, in order to collect background information on the basal state of the systems, prior to implementation and the obligation to comply with legal requirements. The methodology was apply in 4 systems in the Ñuble Region, finding that 3 of them can be categorized as Dynamic systems and one Integrated according to its "Organizational" and "Technical-Operational" characteristics, concluding that the methodology optimally facilitates the identification of critical factors in the operation of an APR system and managing to generate recommendations focused on legal compliance with the aforementioned regulations.en
