Abstract
El presente estudio tuvo como objetivo analizar la implementación del Acuerdo de Escazú en Chile. A través de entrevistas semiestructuradas a funcionarios gubernamentales, se buscó comprender las acciones concretas que se están llevando a cabo para cumplir con los compromisos adquiridos en este tratado internacional. Los resultados obtenidos evidencian una heterogeneidad significativa en el nivel de avance de la implementación del Acuerdo de Escazú a nivel regional. Si bien algunas reparticiones han iniciado procesos de adaptación y han puesto en marcha iniciativas concretas, otras, como es el caso del MOP, aún no tienen el conocimiento si han desarrollado instrumentos normativos o procedimientos específicos para dar cumplimiento a las disposiciones del tratado. Este estudio revela la necesidad de fortalecer la coordinación interinstitucional y de garantizar una implementación más homogénea del Acuerdo de Escazú en todo el territorio nacional. Los hallazgos obtenidos subrayan la importancia de diseñar estrategias de implementación personalizadas para cada región, considerando las particularidades locales y los desafíos específicos que enfrentan los distintos sectores involucrados.
The present study aimed to analyze the implementation of the Escazú Agreement in Chile. Through semi-structured interviews with government officials, we sought to understand the concrete actions that are being carried out to comply with the commitments acquired in this international treaty. The results obtained show a significant heterogeneity in the level of progress in the implementation of the Escazú Agreement at the regional level. While some institutions have initiated adaptation processes and have launched concrete initiatives, others, such as the MOP, still do not know if they have developed regulatory instruments or specific procedures to comply with the provisions of the treaty. This study reveals the need to strengthen inter-institutional coordination and to guarantee a more homogeneous implementation of the Escazú Agreement throughout the national territory. The findings obtained underline the importance of designing customized implementation strategies for each region, considering the local particularities and the specific challenges faced by the different sectors involved.
