Abstract
Lo residuos de construcción y demolición son un porcentaje importante dentro de los residuos que se generan a lo largo de Chile, ocasionados principalmente por la disposición inadecuada que se les da al término de su vida útil. Es por lo anterior, que el objetivo de este informe fue realizar una compilación de información existente respecto a estos residuos, desde su definición, clasificación y manejo, hasta la normativa nacional vigente para reflejar a la región de Ñuble respecto a la situación nacional. Toda esta información se obtuvo principalmente de los organismos del estado que forman parte del convenio interministerial de construcción sustentable, así como también de revisión bibliográfica extraída de tesis y artículos relacionados con los Residuos de Construcción y Demolición (RCD), al igual que se solicitó información a la SEREMI de Salud de la región de Ñuble. De lo recopilado, se obtuvo respecto a la región de Ñuble que existen 29 sitios autorizados para disposición final de los RCD y 34 sitios ilegales en distintos puntos de las comunas, paralelamente, se encontraron distintas formas de
sistemas de gestión para estos residuos, ya sea mediante normativa existente o planes de manejo, y por último se obtuvo la normativa relacionada a estos residuos, desde lo más general hasta la más específica.
De esta forma se concluyó que a pesar de que el país está considerando estos residuos como un recurso valioso, aún carece de puntos importantes para lograr aprovecharlos al máximo, como la falta de infraestructura o la forma de poder declararlos en sitios oficiales tales como el Registro de Emisiones y Transferencias de Contaminantes (RETC). En la región de Ñuble la información es escasa, sin embargo, se están incorporando nuevas normativas para que cada región realice un manejo eficiente de estos residuos.
Construction and demolition waste is an important percentage of the waste generated throughout Chile, mainly due to inadequate disposal at the end of its useful life. Therefore, the objective of this report was to compile existing information on this waste, from its definition, classification and management, to the current national regulations to reflect the Ñuble region with respect to the national situation. All this information was obtained mainly from state agencies that are part of the inter-ministerial agreement on sustainable construction, as well as from a bibliographic review of theses and articles related to Construction and Demolition Waste (CDW), as well as information was requested from the SEREMI of Health of the Ñuble region. From what was collected, it was found that in the Ñuble region there are 29 authorized sites for the final disposal of CDW and 34 illegal sites in different parts of the municipalities. At the same time, different forms of management systems for these wastes were found, either through existing regulations or management plans, and finally, the regulations related to these wastes were obtained, from the most general to the most specific. It was concluded that although the country is considering these wastes as a valuable resource, it still lacks important points to make the most of them, such as the lack of infrastructure or the way to declare them in official sites such as the Pollutant Release and Transfer Register (PRTR). In the Ñuble region, information is scarce; however, new regulations are being incorporated so that each region can efficiently manage this waste.
