Abstract
El presente estudio se enmarcó en los procesos de acción intersectorial (AI) en materia de violencia en las relaciones íntimas (VRI), siendo su objetivo general, conocer los procesos de acción intersectorial en respuesta a la problemática de VRI en la comuna de Talcahuano.
El marco teórico se construyó en base a la Teoría del Actor Red, también conocida como Teoría de la Traducción. La metodología fue de carácter cualitativa, utilizando dos métodos de recolección de información, entrevista semiestructura y grupo de discusión.
Los resultados dan cuenta de la participación de actores y actrices de diversos sectores. A través de la Red por la No Violencia de Talcahuano, fue posible conocer sus roles, liderazgo, la manera de problematizar la VRI, los niveles de acción intersectorial presentes, la evolución e historia de esta red, estrategias, factores facilitadores y obstaculizadores de la AI en el abordaje de la VRI.
Los principales hallazgos dan cuenta que La Red por la No Violencia está compuesta por una diversidad de actores locales del sector público y privado, con una amplia experiencia de trabajo colaborativo de más de 25 años. En sus inicios, la red mantenía un funcionamiento autónomo, un liderazgo democrático, alta participación de organizaciones sociales. En la actualidad, el funcionamiento es instrumental, alta presencia de organismos estatales y municipales, un liderazgo definido, movilización de recursos, rotación y desplazamiento de actores lo que podría generar una pérdida de memoria colectiva de esta mesa. La red demuestra elementos facilitadores como el compromiso, motivación, interés, vínculo entre profesionales y usuarias(os) y obstaculizadores como el desconocimiento y desactualización de las dinámicas intersectoriales, desconocimiento de protocolos y falta de recursos.
The present study was framed within the processes of intersectoral action (IA) in the area of violence in intimate relationships (VRI), its general objective being to know and describe the processes of intersectoral action in response to the problem of VRI in the commune of Talcahuano. The theoretical framework was based on the Network Actor Theory, also known as Translation Theory. The methodology was qualitative in nature, using two methods of data collection, semi-structured interview and focus group discussion. The results show the participation of actors and actresses from different sectors. Through the Network for Nonviolence of Talcahuano, it was possible to learn about their roles, leadership, the way of problematizing the VRI, the levels of intersectoral action present, the evolution and history of this network, strategies, facilitating and hindering factors of IA in addressing the VRI. The main findings show that the Network for Nonviolence is composed of a diversity of local actors from the public and private sectors, with a wide experience of collaborative work for more than 25 years. In its beginnings, the network maintained an autonomous functioning, democratic leadership, high participation of social organizations. Currently, the functioning is instrumental, high presence of state and municipal agencies, a defined leadership, mobilization of resources, rotation and displacement of actors, which could generate a loss of collective memory of this network. The network shows facilitating elements such as commitment, motivation, interest, and links between professionals and users, and hindering elements such as lack of knowledge and outdatedness of intersectoral dynamics, lack of knowledge of protocols and lack of resources.
